Specifications are intended to reflect all duties performed within the job.
Definition To provide clerical and customer assistance necessary in structuring, organizing and implementing the voter registration process and the county election process.
Examples of Important Responsibilities and Duties--Important responsibilities and duties may include, but are not limited to, the following:
1.
Assist the Elections Administrator in conducting elections within Hood County, including local, state, and national elections.
2.
Supervises and directs the activities of the Elections Department in the absence of the Elections Administrator.
3.
Prepare election supplies for use during Early Voting and on Election Day.
4.
Assist in the preparation, setup and testing of electronic equipment and software.
5.
Assist the Elections Administrator with election reporting.
6.
Compile, organize and secure temporary and permanent election records according to the retention schedule set forth by the Texas Election Code and Texas Government Code.
7.
Perform a variety of duties during elections including processing individual precinct lists, preparing sites for early voting, verifying voter eligibility, mailing ballots, Federal Post Card applications and mailings, processing requests to vote by mail and maintaining accurate records of all voting transactions.
8.
Maintain voter registration database and street index; and review various maps to properly assign districts to street address ranges.
9.
Maintain security of elections equipment and records.
10.
Communicate with poll workers regarding training, work schedule and polling place procedures.
11.
Oversees the disbursement and receiving of election equipment prior to Election Day and on election night respectively.
12.
Occasionally attend/present information on behalf of the Elections Administrator, to include Commissioners Court meetings, Poll Worker training sessions and Public Hearings.
13.
Provide public assistance regarding election issues/questions.
14.
Assist with maintenance of office supply inventory, prepare requisitions as necessary.
15.
Must be available to work extended hours and/or weekends when necessary.
16.
Help develop and maintain procedural manuals for all duties related to the Election Department.
17.
Supervise intake of equipment and supplies on election night.
This includes:
verifying seals and locks, checking to make sure all equipment and supplies are returned, directing various central count personnel and any other tasks assigned by the Elections Administrator or Deputy Elections Administrator.
18.
Assist the Elections Administrator during Early Voting and Election Day.
19.
Communicate changes and problems to Elections Administrator.
20.
Perform other duties as assigned within the scope of the department.
Other important duties and responsibilities 1.
Interpret and read city, county and alcohol maps.
2.
Process both incoming and outgoing mail.
3.
Stay abreast of new and changing laws and legislation.
4.
Capable of training and communicating election procedures to election workers.
5.
Count election ballots and prepare for future use.
Qualifications 1.
The Texas Election Code and other applicable election related statutes.
2.
Knowledge of State TEAM database.
3.
Rules, regulations and guidelines imposed by federal, state and local institutions.
4.
Spelling, grammar and punctuation.
5.
Principles and procedures of record keeping.
6.
Modern office procedures and methods.
7.
Must be bondable and possess a valid Texas driver's license.
8.
Knowledge of Microsoft Office, including Excel, Word, Publisher and Outlook.

Experience and Training Guidlines:
Must be a registered voter; combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
Experience and Training:
Two years of college attendance supplemented by three years' experience of clerical or administrative work, preferably with a government entity.
Prior experience or training related to elections administration is preferred.
Working Conditions Environmental Conditions:
Office environment; periodically working irregular hours; exposure to computer screens; ability to work under pressure and meet deadlines.
Work will be performed indoors and outdoors; travel to and from polling sites is required; and required to travel and stay overnight for training.
Physical Conditions:
Essential and other important responsibilities and duties may require maintaining physical condition necessary for walking, standing or sitting for extended periods of time, lifting of material over 50 pounds such as ballots, boxes, combination forms, election equipment and training materials while stretching arms and/or legs and grasping objects with hands.
Special Conditions:
No vacation time is permitted during election season.
